Just because your project isn't on the strategic plan doesn't mean it's not strategic.

You may have to search for the link though.

The idea: not all opportunities are recognised up front. Much of what the enterprise does is keep up with the Joneses.

Occasionally through the housekeeping projects new capabilities and opportunities are discovered.

How can your project do more than just deliver on time?
