Service quality and projects

Projects are services for (usually) businesses so now that I have decided that I like the RATER model with certain constraints, how can it help me in project management?

One of the things that keeps coming up in discussions about projects’ success is the need to be measuring the right things. An example is the project where the sponsor made a million dollars, but the target was $1.5million. Is it a success or a failure? It all depends on what the sponsor was really trying to achieve.
